India more forcefully asserted itself into the South China Sea dispute on Monday, with a senior naval officer saying New Delhi is prepared to deploy ships to the disputed waters should its oil exploration interests come under threat.
Indian Navy Chief Admiral D.K Joshi said that his country stands ready to intervene in disputes in the South China Sea if Indian state-run Oil and Natural Gas Corp’s (ONGC) joint oil exploration venture with Vietnam came under threat.
"Not that we expect to be in those waters very frequently, but when the requirement is there for situations where the country's interests are involved, for example ONGC Videsh, we will be required to go there and we are prepared for that," Joshi told reporters.
The admiral went on to say that the Indian Navy has been holding exercises to prepare for such contingencies.
His comments came in response to Vietnam accusing two Chinese fishing boats of cutting the cables of a Vietnam vessel doing seismic oil exploration in the South China Sea on Friday. Vietnam has increased its own naval patrols in the disputed waters in response to the perceived threat.
Last summer ONGC agreed to a Vietnam proposal to jointly develop oil in an area of the South China Sea that China also claims, and one that Beijing had said it planned to auction off exploration rights to.
In response to the Indo-Vietnamese joint ventures, an editorial in China’s official Global Times stated,“It’s clear that such cooperation between Indian and Vietnamese companies in the South China Sea is motivated more by politics than economic interests.”
The editorial went on to argue, “New Delhi wants to further complicate the issue and seeks to pin down China in the area so it could gain dominance in affairs across the region.”
Also of note, in July 2011 an Indian naval vessel making a port call in Vietnam was contacted on an open radio frequency by someone identifying themselves as the "Chinese Navy" stating that "you are entering Chinese waters."
China has taken India's latest comments in stride, exercising uncharacteristic restraint. When asked about Admiral Joshi's comments this week, a spokesperson for China's Foreign Ministry said, "China opposes unilateral oil and gas development in disputed waters of the South China Sea. We hope that concerned countries respect China's position and rights, and respect efforts made through bilateral talks to resolve disputes."
Joshi’s comments came as India and China began two day of negotiations over their disputed land borders, which led to a brief but bloody war in 1962. Tensions were already running high ahead of the talks after Beijing issued new passports that included a map showing the disputed territory with India as part of China. In response, the Indian embassy had printed its own visas showing the territory as falling within the Indian state. Vietnam, the Philippines, and Taiwan also objected to the new passports, and the United States has pledged to raise the passport issue with China.
Tensions in the South China Sea between China and its Southeast Asian neighbors had also been rising in the weeks leading up to Friday’s incident with Vietnam’s oil exploration vessel. ASEAN and China failed to make any progress on the South China Sea standoff at the recent ASEAN and East Asia Summits in Cambodia, and many ASEAN nations and its general secretary were irked by new regulations China issued which appear to give Chinese maritime border patrol authorities the right to board and search foreign ships in some of the disputed waters.
It’s unlikely that the Indian Navy will become a formidable force within the South China Sea in the near to medium term. The country, after all, is far more concerned with maintaining its primacy over China in the Indian Ocean amid the People Liberation Army-Navy’s (PLAN) continued build-up and modernization. Furthermore, in the not too distant future New Delhi may have to deploy more of its naval forces to its Western front to protect the transit of its oil imports from the Middle East and parts of Africa should the U.S. reduce its own presence in the Persian Gulf as Washington achieves greater energy self-sufficiency in the decades ahead.
Nonetheless, Joshi’s comments reflect a budding naval rivalry between India and China that some experts, like C. Raja Mohan, have been warning about it. India has long spoke of exercising greater influence in East and Southeastern Asia as part of its “Look East” policy, which is almost certainly to include strengthening ties to Chinese neighbors like ASEAN nations and Japan that are also increasingly concerned by Chinese assertiveness. This is almost certain to play into China’s historic and modern fears of strategic encirclement.

Well it is no surprise that the territorial claims are developing in the first place seen as statistics show the extent of increases in petrol consumptionin India and China in recent years. Still, I would place India in a better position in terms of power projection in the South China Sea. Its aircraft carrier capability is at a much more advanced stage than China's with the INS Viraat in service and the Vikramaditya due to join the fleet in the near future. The Vikrant class is also expected relatively soon. It will take China quite a while until it can match India's capability in terms of carriers.

India is weaker than China, but a strong ally for Vietnam. Vietnam wants to explore oil in the South China Sea and like everyone else has a dispute about that. All small nations there dispute with each other and with China that is the most powerful local. The Philippines want to push their projects with reliance on US support, while Vietnam is an old Russian ally and has a troubled history with the US. India is a longterm Russian ally and unlike Russia, they are a market for oil exports from Vietnam. While this might look on a superficial level like India going into the Chinese backyard, the Russian stakes in the Eurasia game should not be neglected.
The relations between Russia and China are soaring, while Vietnam builds up a sea denial force for the South China Sea with Russian help. India is the strategic partner of Russia and without India rising their MIC would have faltered. So the economic prosperity of India is a major concern for Russia over which they can be forced to confront China that is less and less of an ally. This overall situation can give India quite some confidence. On the other hand India still has to tackle a nuber of problems before becoming a peer competitor with China., although longterm the Indian economic orientation could provide more benefits than the production intense Chinese appoach. The service and manufacturing division is likely not maintainable as a good indicator because coding software is also a part of production.

It is much more than just a matter of how naval assets will be deployed. Already, there is growing cooperation and coordination between India, Australia, and Viet Nam. India has use of Cam Rahn bay. I expect India to begin helping the Philippines soon. The US has brought troops into the area, and is increasing its naval deployment there. Actions beget reactions beget more reactions. China's clumsy attempts at bullying the ASEAN countries is back-firing big time.
Moreover, I suspect that economic cooperation and investment in China may be affected. Why would any company put operations in China, when China has indicated it could become a serious belligerant at the drop of a hat. I see those investments going to the smaller countries of the region.
China needs to sit down with itself and figure out what it really wants, and how it needs to relate to its neighbors. If it wants to establish an old-fashioned "sphere of influence" based on military power, it will totally fail. 19th century strategies won't work in the modern world. Remember, not only was Japan's sphere destroyed in WW2, but Britain gave up its empire. Empire's had become passe, and obsolete.

It is much poorer than China, and can barely afford its navy as it stands. How it is going to sustain the naval build up to achieve hegemony over the Indian ocean and theSouth China Sea is beyind me. How it will justify that expenditure to its people when their needs are growing more pressing due to poor economic prospects and ecological deterioration is equally inconcievable.

BTW, this was an "in your face" gesture to Beijing. India doesn't need to explore for Vietnamese oil. It sits right next door to Iran. It is doing this because it knows it can. Vietnamese claimed they taught China a lesson by letting PLA reaching miles in front of their capital Hanoi and their central government had to evacuate to another city. Indians can claim teaching China a lesson when their central government has to move to another city when PLA reaches miles in front of New Delhi.

I wouldn't take the India Navy Cheif's statement too seriously. Simply put, India Navy and India in general do not have the power and capability to make a serious presence, let alone threat, in South China Sea. Like many things out of the mouths of Indians, they tend to make empty and big gesture without much substances. India longs to be the league of big boys, particularly to be perceived as somehow an equal rival/competitior to China, which it is clearly not. Don't people remember when India tested its Agniv 5, it's newspaper pulled out headlines like: next target: Beijing? Let's some of these Indians indulge in their own fantasy of "big powerness."
The Chinese government ddid the right thing to take it in stride, until and unless the Indians back up their big words with substances and actions.

It is the true that as South China Sea is unfamiliar to Indian Navy,but the fact is naval confrontation in South China Sea will not remain in South Sea. Soon, it is going to be spread elsewhere. China's 80% oil supplies go by Strait of Malaccca ,which can be blocked by Indian Navy within hours.
Targetting chinese merchant ships and oil tankers from Andaman and Nicobar will be a cake walk for Indian Navy.

Chinese do have superior numbers ,but two-thirds of its inventory is obslete. And at choke points such as Strait of Mallaca and Striat of Hormuz superior numbers can easily be countered.
And Indian Admiral Joshi's comment are of less importance in today's scenerio ,but hold significance in future scenerio as it clears Indian Intensions. None-the-less it sends a positive signal to ASEAN countires who want India to take greater resposibiltiy to counter balance China

Oh, there's many ways China can turn the screw on India. Don't be naive and think only from one perspective only. Compared with China, India is a powder keg waiting to explode. Kashmir will be the first, then Assam, then Nagaland, then Manipur, then the poor and starving farmers will rise also, and the maoists in the Communist controlled states will break away, and Pakistan and Bagladesh and Sri Lanka will return the favor of invading India …. My god, the shallow thinking and short sightedness of Indian nationalist and right wing radicals.

Dai Bingguo is much intelligent then you. Infact China is now started taking India more seriously as (also stated by Global times). And if you disagree then it really doesnt matter. The fact is with every passing time, China is building more hostile neigbours around it with its actions and policies. There is no way China is working on to bring peace in the region. Look at the passport row, it was completely unwanted as it has only played against the peace.

Yes, for once I agree with a Chinese on the Tibetan border. China should start a war. As an Indian I look forward for a war as there are many Indians who are equally eager to settle an old score. Lets us encourage our leaders for a war so we could settle the matter once for all. If China wins than so be it, at least it will give Indians another crack at China.

My dear friend Chineese navy is out of date and incapable.
We all know that its indegenious programms are to be precise unmatched to modern world.
India on the other hand is about to complete its 5th aircraft carrier and is having a fleet if extremely formidable navel aviators.
A tiger is a tiger weather its home or foreign lands.
Moreover in the past smaller and weaker entities have stepped on china such as vietnaam and japan. If you cant handle them forget about giving india a challenge.
