Even as U.S. and Indian diplomats squabble over Iran, cooperation between their counterparts in the military continues apace.
The Indian and U.S. navies began their 16th annual “Malabar” exercise last Saturday in Chennai, the capital city of Tamil Nadu that borders on the Bay of Bengal. The 10-day joint exercise, which will conclude on April 16, consists of both ashore and at-sea training.
The harbor phase took place April 7 to 9 in Chennai, and was supposed to feature seminars on everything from air defense and integrated anti-submarine warfare operations, to carrier aviation operations and counter-piracy operations. The U.S. 7th Fleet released a statement saying that Malabar’s at-sea phase will include, “liaison officer exchanges and embarks, communications exercises, surface action group operations, helicopter cross-deck evolutions and gunnery exercises.”
Indo-U.S. naval cooperation has become increasingly important amid China’s growing naval capabilities. Washington’s ability to rely on local naval forces like India will be especially vital now that budget cuts have forced the U.S. Navy to scale back estimates on the future size of its fleet.
From 2006 to late 2011, naval officers had regularly said a 315-ship fleet was the minimum needed to meet future contingencies. Last month, however, the U.S. Navy released the annual update of its 30-year shipbuilding plan, which forecast the current 285-ship fleet continuing to shrink before bottoming out at 276 warships in 2015. Although the report said the naval fleet would begin to increase after that, it projected a peak of 307 ships in the late 2030’s.
But despite recent unsettling reports, India’s Navy remains an attractive partner for Washington. Both already operate carrier-centric blue water fleets. Furthermore, in February India’s Navy and Air Force conducted a network-centric joint exercise that complements the U.S. AirSea Battle concept. Last week, India inaugurated two Russian-built nuclear submarines and plans to purchase to 75 Naval Multirole Helicopters (NMRH) from Lockheed Martin to strengthen its anti-submarine capabilities.
The Navies are also sending large fleets to this year’s Malabar exercise. The U.S. Navy is represented by the Carrier Strike Group-1, part of Task Force 70, which is the 7th Fleet’s battle force. Among the U.S. ships and vessels taking part in the exercise are the USS Carl Vinson, a Nimitz-class aircraft carrier; Carrier Air Wing 17; the USS Bunker Hill, a Ticonderoga-class guided-missile cruiser; and the USS Halsey, an Arleigh Burke-class guided-missile destroyer.
India naval forces participating in the exercise include Guided Missile Frigate INS Satpura, Guided Missile Destroyers INS Ranvijay, and INS Ranvir, Missile Corvette INS Kulish, and Fleet Tanker INS Shakti, according to a report in The Hindu.

cesabarre
I can hardly call the Indians cowards. They are simply peace loving people.
Jomet
@cesabarre . Yess we are peace loving contry. is it a bad thing ? !!
Peace loving doesn't mean we are weak. We have, & have been developing second strike capabilities. I proud to be an Indian.
We have the ability to defend itself. That is why we are so open & triying for a cordial relationship with Pakistan & China.

Kinda strange hearing some obvious Chinese nationalists say the Indian military is just for show or is behind the times in military hardware! The truth is that both India and China still purchase most of their military hardware from Russia as I recall!
I do know India just received an Akula class attack submarine from Russia recently, something the Russians would unlikely sell to China because of their ‘Receive and Duplicate’ IP theft practices! I heard Russia is going to sell a complete aircraft carrier with 35 SU-30MMK fighters as well to India by 2014. Another point being that the Russian-Indian relationship is stronger than the Russian-Chinese relationship ever could be!
Russia and India are also jointly working on the PAK-FA Stealth fighter program aren’t they? Again, something the Russians wouldn’t likely agree to with China after the CCP copied the Russian SU-27 with the J-11B, or how the CCP copied the SU-33 with the J-15 fighter, and/or China getting their hands on the cancelled MiG stealth fighter project with the CCP calling their copycat version the J-20!
The point being that the US-India have a good military to military relationship. The same can be said with the Russian-Indian military to military relationship as being much stronger than that with China, because the Indian government hasn’t committed ‘IP theft’ like China has with Russian made military hardware sold to them!
China’s biggest mistake was basically alienating themselves from such relationships with her neighbors; especially, those neighbors in the South China Seas. It’s why China has become the lonliest power in asia! Even Myanmar that was once thought of by China as a satellite state, has shown they want to distance themselves from being close to the communist regime next to them. And of course, the DPRK has shown they are just a ‘spoiled brat’ that rebels even to their so-called master parent called the PRC!
China wishes they had such ‘relationships’ with other countries!

India is the poorest of the poor (nations), most of the population has poor toilet training habits too (ever been to Delhi?). How will their so called military compete with high tech militaries of the world, how will this help the US?
Joseph
There are historical reasons for the poor state of India today and the huge population and democracy to a certain extent is holding it down from performing miraculous growth seen in China and else where.
But is doesn’t mean this poor state should be reflected in all spheres of life.
India has well advanced in space, nuclear and even defence capabilities have rapidly improved since the 90′s.
Chandrayaan, Fast breeder reactors, IGMDP, Arjun MBT, LCA are good examples.

@ chris
your president begged india to purchase military hardware in order to employ your people. and as you know most indians are are eating jobsu of the us people. so a single view doesnot matches with our military power. and without india's help ur fleets will be shitting on dere pants against the chinese so the us asked for joint military excersie with India in order to counter the chinese.
Girish
@Chris
Well you should raise this question to US prasident and your generals who are eager to have defence alliance with India.
My only conclusion is either your goverment is ignorant about the facts you just mentioned or you are living is fools world about India.
Suresh Kumar
Indian armed forces are just for show, It has no steel in its armor. If a real full scale war started it might win but half of its armed forces will be destroyed. I feel bad for Indian service men/women who still carry outdated weapons and sub standard helmets and guns.
Girish
I don’t know what is the base of your such conclusion.
India has fought and won 4 wars in 69 years with Pakistan which had great support from Superpower USA and later on China.
Indian forces had divided Pakistan into two decent size countries when USA (the superpower) sent their Warships against India.
Give me an example of such daring event in last 60 years against US allay?
May be u are sad that Indian forces simply do not attack every small country at will live some crazy general. But then let me tell you India poised to be a responsible power as Power brings more responsibilities.
Jomet
What are the bases used for assume such a foolish thing. Indian defence wings are fully capable of defend itself & its strategic inerests too. But its mighty policy may not act as a tool for any country. Its thinking is matured one. So dont miss-understand it as cowardines.
As per our father of nation, Mahatma Gandhi told that, Self control is the virtue of mighty. This virtue you can see all the decisions in India's defence policy.
Now, India itself confident in her defence.

Americans better trust tiny Singapore over the Indians as Singaporeans have more steel in them. Even the Great Bhisma, Dhronacharya and Arjuna from Mahabharata combined cannot banish a cancer called COWARDICE that have inflicted the Indians for too long. Its sad but that’s the reality.
Mazo
Fools rush in where angels fear to tread. India does not need any “certificates” to prove its bravery from other people. The Indian government doesn’t see military force as tool of foreign policy. India maintains a non-interventionist policy but will counter any “strategic” maneuvers or encirclement strategies against it by making mutually beneficial alliances and building capabilities to be self dependent no matter what happens.
Avinash
well said Mazo…
avi
well said mazo. i think our friend from singapore is rellying a bit too much on his handful of old tin cans which never faced a war nor has any experience in war. india is the nly regional power who can stop the chinese and even the sinos know that. and taking about singapore its navy is not even on the top 20's. so let the big boys handle dis PAL

Does India wants to be a front line stooge for Pax Americana after their defeat in Iraq and Afghnistan esp remembering the shorfall in naval procurement??????????.
Joseph
Not two but one Russian built nuclear submarine. Hope the Indian built Arihant will be ready very soon.
vec
India will not fight American Wars like under British raj esp for a declining power.
Stop dreaming for a bankrupt power -i.e.America

The fact is the bankcrupt power could easily smash the rising power China in one battle at the sea.

The 7th fleet is the practicing targets of the PLA’s 2nd Artillery.
a_canadian_observer
Really? Can you enlighten us, what the PLA has been practicing on the target 7th fleet? Or is this just a dream?
