Months of speculation about the possible development of an air-launched version of the Indo-Russian BrahMos supersonic cruise missile finally came to a head, with India and Russia announcing they had signed a co-development deal, with plans for a test-fire within six months.
The deal was made public a day before Russian President Vladimir Putin was scheduled to arrive in New Delhi to attend a one-day summit on Monday, where he held talks with Prime Minister Manmohan Singh. Prior to his departure, Putin pledged to strengthen defense ties with India. In an op-ed published in The Hindu, Putin emphasized that joint development of advanced weapons, rather than the traditional purchase by India of Russian technology, would be “key to future relations.”
India is the world’s largest arms importer, with Russian technology accounting for between 60 and 70 percent of total acquisitions. New Delhi intends to spend upwards of U.S.$100 billion over the next decade to upgrade its predominantly Soviet-era military.
Putin’s visit — his first since he returned to the presidency in May — will seek to dispel rumors that Russian-Indian ties are strained following Moscow’s decision to delay Putin’s visit that was initially scheduled for the end of October. Among other things, Russia has since reaffirmed its intention to share advanced defense technology with India and to jointly develop a fifth-generation Sukhoi fighter aircraft as part of an U.S.$11 billion R&D program.
During the summit, the two sides also signed defense deals totaling U..S$2.9 billion, including a U.S.$1.6 billion contract for 42 Sukhoi Su-30MKI fighters, as well as $1.3 billion for 71 Mi-17 V5 medium-lift helicopters (adding to the 80 already purchased in a previous deal), 970 aircraft engines, and tank missiles.

Most important part of the Indo Russian relationship is moving from Buyer seller relationship into co-develepment relationship.
India and Russia are working on co-development projects like FGFA, New Militarty transport plane, Cruise missles like Bhrahmos etc. This way, India has kickstart its indigenous defence industry without reinventing the wheel.
Apart from that, India is already self reliant in strategic weapon systems like, Nuclear warheads, long range missles and missle defence systems.
Also, India is diversifying its options for co-develepment with West (including Isreal and US) apart from Russia.
India has a unique advantage today as it is not perceived as threat neither by Russia or by the west and all of them are available to work with India with their highest priority specially on defence matter.

I may be wrong, but in the wars against Pakistan and China, it was India that was attacked. With both aggressors now nuclear states, India has to match them if it wishes to be independent from any form of influence and control.

No one see India as a military threat whether its West, Russia, Japan, Arab or Asean nations. Only Pakistan consider India as a threat despite the fact that they have attacked India 3 times and is known for its terror activities against India (as now against World as a whole). China to some extent also consider India as long term threat but both the countires are handling their relationship maturely so far and both side of the rulers know peace is more important then confrontations for the prosperity of their people.

It needs to build up its military forces to deal with the U.S 5th fleet in the persian gulf and also the base at Diego Garcia.

INDIA has modified this missile to be carried by our SU30MKI aircraft.The collaboration is now for an advanced version of this supersonic missile with enhanced features and ranges.It will be capable of launch from the air,sea,mobile missile coast battery and underwater platforms. Export to friendly nations will also be on the cards.This new missile will complement indigenous ' shaurya' missile.
All in all a good visit to renew old ties between India & Russia in the strategic sphere.
