In the aftermath of the failed Russian re-set, much has been written about the Obama Administration's inability to convince Moscow to support Washington's diplomatic priorities. Nowhere is this more evident than Syria, where Russia's third veto at the United Nations' Security Council was widely portrayed as Moscow's support of Assad's reign of terror.
The Obama Administration was right to diplomatically confront Russia, however weak, for its support of an illegitimate regime willing to bomb its own people. The problem is that China, who also used its veto, has not been held to task for its unwillingness to denounce the Syrian regime. Why then the double standard?
In large part, the fault lies directly with the Obama Administration. They have demonized Russia in press conferences but held their tongue on China. One can only surmise that this reflects their strategic decision to passively accommodate rather than actively confront a rising China.
The South China Sea is a great example of the U.S.' timidity. When the U.S. closed its bases in the Philippines, America lost its hard power leverage in the region. A power vacuum was created and ASEAN could not match the strategic influence of the U.S. forward presence. China then responded by challenging the status quo and threatening its Southeast Asian neighbors with use of force by its growing navy.
The Obama Administration was caught flat-footed but nevertheless tried to pivot. Their late response was to wage a high-level diplomatic campaign against Chinese aggression in the region. They also announced a new basing agreement in Darwin, Australia for a small contingent of U.S. Marines.
The problem is that these small efforts fail to address the strategic root of the problem — the U.S. lacks the sufficient forward presence in the Western Pacific to disincentive China from threatening use of force against its neighbors. And U.S. allies are concerned.
To be fair the new basing agreement in Darwin is a step in the right direction. But, a few thousand Marines are more of a symbolic nuisance than a strategic deterrent for the Chinese. This undermines the very rhetoric voiced by the Pentagon and State Department.
The Obama Administration must also rethink its overall defense strategy. Over the last four years, they have promoted the development of an agile, Special Forces-oriented military backed with top-secret strategic assets based far from the battlefield.
Such assets might be appropriate for killing terrorists or waging a nuclear war but they do little in the way of addressing Chinese aggression in Asia. Why? Because no one really believes that the U.S. is going to risk nuclear war over a conflict in the South China Sea unless American (or possibly its allies') forces are attacked.
If the U.S. wants to counter Chinese aggression in Asia, the Obama Administration needs to be more consistent in their approach against strategic adversaries and back-up its diplomatic rhetoric against China with hard power leverage. And, the first step should be to increase the American military's forward presence in Asia.

Life is too short to worry about things that will never happen. Please enjoy a positive, happy life. Don't scare yourself and make yourself miseable by China.
At this nuclear age, no war will ever break between the major nuclear nations, such as the U.S., China, or Russia. Trust those one-in-a-billions smart politicians. They know what they are doing. They can calculate their moves very precisely and will never overstep on each other.
Meanwhile, Chinese, Indian, and Russian millionares and talents are flocking to America, bringing all their cash and skills. Most China's leaders have sent their kids to the U.S. The U.S. will continue to be the richest country in the world in all our life's time. If you still think that a war can start between any of those major nations, you are out-of-touch with reality.
Even if China or India can become rich and powerful, it is wise not to be jealous. What we should do in America is to take every minute to work harder and harder to improve ourselves to always be the best. We have the best system and resources. There is no reason that we cannot be the best. Competition makes everyone better.

Obama is the truly wise leader for America. Washington is NOT projecting weakness at all. Obama's "Smart Power" strategy has been proven to be a genius work. With the "Smart Power" initiatives, at almost no cost to the U.S., Washington has played the Asian countries like a cowboy played a bunch of sheeps. The Asian countries are now led into a multilateral political war. They cannot help but to disrupte and curse each other like never before. Every Asian nation is now being challenged by at least one neighboring country of theirs. They all have no choice but to bend more and more to Washington and competing for Obama's favor. This is the smartest international politics that the U.S. has done ever. All of you who blamed Obama are fools or short-sighted old-timers.

"They have demonized Russia in press conferences but held their tongue on China."
did i read that correctly? the author seriously thinks china isnt "demonized" by nearly every public figure in america? has he check the news lately? china is being denounce by the west over everthing, from its olympic success to its new city plans and yes its veto on the syria issue as well.
and also america is already pretty much backing anyone and everyone who has a grudge against china and it is already debating on reopening its former biggest base in the world in the philipines

Excellent analysis. And if the authors are right, can we expect the PLAN occupy some Philippine islands & shoals
if Obama is re-elected?
I say yes. Washington is projecting weakness. And that makes war in the near term much more likely.

@Leonard R,
Power projection cannot achieve by hot air, it needs solid assets to back it up. The amateurish Pinoy seems have no clue about such fundamental in international conduct, that’s why their power projection with bluff in Scarborough Shoal is easily poke to burst.
Washington is not projecting weakness; it is reflecting weakness because it is fundamentally weaken by the greedy 1% for the purpose of lining their pockets at the expenses of the 99% Americans and its power projection capability.

There is a difference between assertiveness and aggressiveness. The dispute with the Philippines is a very simple one – Philippines claims within its EEZ overlaps with Chinese traditional or historic claims. During the Arroyo administration, China extended grants to Philippines, including a fast train railway system. Because of inherent Philippine civil service corruption, this project was stopped. China cannot be faulted for not trying to be "nice" to the Philippines.
With an Aquino administration, pro-American sentiments set in at the top; coupled with American military pivot to Asia, the new administration took on a "toughie" stance. Relationship with China plunged to the lowest in decades. Now naval patrols will be more common and skirmishes are now a real possibility. No doubt, Chinese grants and investments will drop should Philippines decide to waste money on unneeded weaonpry, which is more likely to benefit the corrupt elements of the armed forces rather than the defense of the country.

Again your wrong one what historial claim? in that case Italy should be claiming europe by now or the Macedonia claiming the whole western world because of Alexander the Great or the UK the whole world because of the British Empire! you people can't even go to UN for this alone prove it. two pro American? sir we are just an ally if were pro american like you said we should have kick them out of here true we kick them out of commies in congrees which did not replace the support and aid were getting so ya one can say we are just an ally nothing more and if we pro American we should be getting more than 20million and 2 old ships which we paid for it was not for free i wish it was but still we paid for it

China is definintely taking over SCS this is the truth. The US should prepare to leave Asia rather than pivot to Asia. If the US cannot affort leaving Asia, then they need to aggressively confront China by actions not words. If not, pack and leave to give Asia to China to master.
Matt
Absolutely right. China's aggresiveness can be seen as a direct result of US weakness. Weakness, as the Philippines has learned, is provocative and will lead to direct hostilities much faster. Actions speak much louder than words. China's actions in Scarborough Shoal have yet to be met by US actions. This state of affairs is very dangerous and totally unnecessary. We can't even bring ourselves to give the Philippines meaningful weapons much less step in directly. Are they a treaty ally or not? We are treating them like Taiwan. This sends all the wrong signals. China gives North Korea all kinds of weapons while we walk on egg shells as our allies are confronted. Totally utterly weak. No wonder why China is acting aggresive.
ian
Fantastic article. I have never understand why the US does not sell weapons to Taiwan either. Appeasing china on this as well as other issues had only allowed them to act more belligerently. They are becoming more thuggish not less, clearly the policy does not work. Give some American jobs and Taiwan the ability to defend itself, is that not what democracy is all about. It is about people who wants to control their destiny intead of being subjugated by communist state.

With Philippine frustration we are buying Italian Maestrale Class Frigate since this comes with weaponry something the United States is unwilling to give. They might have given us a cutter but with everything from radar to fire controls being removed it is just junk.

US has neither the financial power nor any public support to extend beyond what you already have on your plate. You are no longer the US 60 years ago. China and North Korea – They are connected by a border. US and Philipines – they are seperated by a wide water called the Pacific Ocean. So Americans, learn from history. Mind your own business. Take care of your own people first. You have created mess for the entire world so far.
